Galactic Empire

From the bloated carcass of the Galactic Republic, an ambitious politician carved the Galactic Empire, a New Order of government meant to sweep away the injustices and inefficiencies of its predecessor.
Rather than offer the people of the galaxy newfound hope, the Empire instead became a tyrannical regime, presided over by a shadowy and detached despot steeped in the dark side of the Force. Personal liberties were crushed, and the governance of everyday affairs was pulled away from the senate, and instead given to unscrupulous regional governors.
Accompanying the growth of the Empire was an unprecedented military buildup. The many shipyards in the Emperor's domain churned out immense fleets of Star Destroyers and TIE fighters. The Imperial starfleet maintained order in the galaxy, a role previously undertaken by the Jedi Knights, an august order of protectors wiped out during the Emperor's ascent.
It was through fear that the Empire ruled. Its power hungry lieutenants and technocrats developed greater and greater instruments of destruction to cow a rebellious populace. This philosophy culminated in the creation of the Death Star, a mobile space station with a prime weapon of unspeakable power. When fully charged, the Death Star's superlaser had the ability to destroy a planet.
Despite such shows of strength -- indeed, because of them -- the flames of rebellion fanned higher. Small pockets of resistance banded together to form the Alliance to Restore the Republic. At first, the pitiable number of freedom fighters seemed no match for the oppressive Empire. Nonetheless, they managed to score an impressive victory with the destruction of the Death Star at the Battle of Yavin.
Having proved itself a viable threat, the Rebel Alliance found itself under Imperial counterattack. The core group of Rebels spent three years relocating their hidden headquarters, before being routed in a crushing attack at the Battle of Hoth.
The Tarkin Doctrine
- Establish "Oversectors" which contain tumultuous systems; to monitor and react to rebellious activities within those systems. Oversectors would be formed without regard for the borders of standard sectors and would receive more forces than other regions of the Empire. This Imperial presence would be designed to stop small rebel factions before they could become a larger established threat. An average of three Sector Groups would be deployed in an Oversector.
- Assign command of each Oversector to a single individual who reports directly to the Emperor, in order to eliminate any delays created by political opportunism by Imperial advisors.
- Improve communication resources and Imperial response time by placing modified HoloNet transceivers (cannibalized from existing HoloNet transceivers) aboard each flagship of every Sector Group within an Oversector command. Place similar facilities aboard the Emperor's flagship and in Imperial City on Imperial Centre (formally Coruscant). [NOTE: Originally, the Emperor had the expensive to maintain HoloNet network dismantled, however Governor Tarkin urged the Emperor to reinstitute it on a far smaller scale. HoloNet would be reserved for use by the Imperial Navy only, and only at the Sector Group level of organization.]
- Control unruly portions of the Galaxy through a fear of force rather than force itself. Through the combination of superior coordination of multiple Oversector groups and the control of information (news media) an impression of overwhelming force will be installed within the citizenry, thereby instilling the idea that resistance is futile.
- Continue to research and develop new and more powerful starships and weapons designed to inspire fear in the resistant systems. Present the citizen with a weapon so powerful, so immense as to defy all conceivable attack against it, a weapon invulnerable and invincible in battle, that shall become a symbol for the Empire. This weapon must possess a power great enough to dispatch an entire system. Only a handful or one of these weapons would be required to accomplish this task.

Moffs are the beings in charge of an entire sector. The Planetary Governors of a sector are under a Moff's Control, and a Moff reports to an Advisor, with duplicate reports being sent directly to the Emperor. A Moff has command over a military Sector Group, and is responsible for the Security of the entire sector. Being responsible for hundreds of systems, Moffs take a personal interest only in a handful of worlds. For the rest, they first rely upon communications with their subordinate governors, and then upon reports from intelligence units within their Sector Group. A Moff may also serve as a governor of a particularly favored world within his sector
There are planets in every sector in the Empire which cause more than their share of problems for the Emperor. Controlling these worlds is difficult, and the Moffs have found that the troubles are infectious, spreading from system to system from the source. The situation is made more difficult by the fact that the infection of freedom has no respect for sector boundaries; coordinating efforts between sectors is often impossible to accomplish in time to stop the spread of unrest. The Moffs have the resources to handle crises on a dozen or more worlds, but if the trouble cannong be contained on those planets, then the Empire's grasp on an entire sector may be weakened. Taking the advice of one of his Moffs, Tarkin, the Emperor formed priority sectors. A priority sector is a sector containing systems on which signs of unrest has recently been detected or systems which are in regular contact with systems in which unrest is chronic. A priority sector often crosses the boundaries of standard sectors, containing the worlds of a dozen or more sectors. The title of Grand Moff is also granted to the being in charge of a priority sector. The theory behind priority sectors, codified in the Tarkin Doctrine (See above), is that Grand Moffs will be able to react quickly to problems when they are small, eliminating them before they have a chance to grow and spread. Grand Moffs are therefore given complete freedom to act as they see fit, without giving advance warning to the Moffs or governors of their actions.
